Reuters:Trump administration adds China’s SMIC and CNOOC to Defense blacklist

  特朗普政府本周四将中芯国际和中海油列入被指和军方有关企业的黑名单，此举可能令中美关系在拜登上任前更加紧张。

  美国国防部周四当天公布，在被指中国军方所有或控制企业的黑名单中增加四家公司，除了中芯国际和中海油，还有中国建设科技有限公司和中国国际工程咨询公司。至此，列入黑名单的企业总数达到35家。

  美国政府并未对被列入黑名单的企业处以任何惩罚，但特朗普最近签发的一项行政令要求，从明年11月起，禁止投资者购买黑名单中企业发行的证券。

On Thursday, Trump administration blacklisted SMIC and CNOOC on the blacklist of companies accused of being related to the military, a move that could make Sino US relations more tense before Biden takes office.

The US Department of Defense announced on Thursday that four companies were added to the blacklist of enterprises owned or controlled by the Chinese military, including SMIC international and CNOOC, as well as China Construction Technology Co., Ltd. and China International Engineering Consulting Corporation. So far, the total number of blacklisted enterprises has reached 35.

The U.S. government has not imposed any penalties on blacklisted companies, but an executive order recently issued by trump requires investors to ban securities issued by blacklisted companies from next November.
